Can you paint directly on top of gloss paint

We found a decorator from your site, we've just discovered him painting directly on top of gloss paint-without rubbing it down first. When I asked him if he should be rubbing it down first he said no, then I showed him the directions online saying you cannot do this, he told me ' don't believe everything you read on google, I'm the decorator I know what doing. (I told him that was offensive). I then asked him if had been doing this on all the rest of the paintwork in the house and he said he had been rubbing it down. So I asked why he wasnt rubbing it down now. He said his paint was paint was drying out and if he rubbed down the dust would go inside the house . I'm now very concerned.
