Water heater sizing

I lived in a 15 year old 4 story 55+ condo in Howard County MD It’s heated by a 3-1/2 ton 1,400 CFM air handler that draws water (4 GPM) from the water heater that is a Gas Direct Vent 50 gallon, 49,000 BTU device with a recovery rate of 49.1. It’s also described as a “quick recovery” device. Both originally came with condo and are about 15 years old. The Condo Board recently sought to avoid potential water damages and save money by signing up multiple residents to have new water heaters installed. The proposed model is a 50 gallon, 38,000 BTU unit with a recovery rate of 41. AO Smith G6-UDVT5038NV. Two questions: Will the proposed model deliver sufficient supply to the Air Handler? Is it necessary to also change out the gas mixing valve?
