Safest way to gain access to loft space without an existing hatch

Existing hatch covered over by new ceiling in bathroom. I want a new hatch in landing area and do not want to tear down new ceiling. Loft firm said they wouldn't cut from below as too risky. I want to create a temp access so a firm can fit hatch and ladder
