TV signal loss in property in block of flats

Hello I rent out a property in a high rise block of flats. The tenant has complained of a gradual loss of TV signal in flat over 6 month period. Tenant claims no HD channels are received in living room and only handful of channels received in living room. Tenant claims the issue must be with communal aerial having moved and being slightly out of alignment, more so recently due to the February storms. Having reported it to the management company they have said no one else has reported it. They can send an engineer but if the issue is found to be in the flat this will incur a £150 call out charge. Tenant does not believe issue is in the flat and an engineer call out is not necessary. Tenant thinks everyone else uses set top boxes so this is why signal loss of TV has not been reported. Tenant says he has seen many issues like this before and believes all they need to do is check the aerial on the roof and power supply (tenant had a similar problem a year before and management company went to check and it was found that someone had turned off the electrical current to the aerial - no engineer was needed then). Can you please advise what is the likely cause of the issue above? Would it be solved by use of signal booster inside the flat? Many thanks in advance for your response.
