Supply stop valve isn't, well, stopping supply

Started whenni attempted to attach my bidet to the toilet in my new apartment. The valve at the wall, when fully rotated, did not stop the flow of water. So I checked the bathroom sink, and same. Turned off water at hot water heater...closer for the hot but still not completely. I'm in an older building, with what I think are copper pipes. Also not sure where the main water line shut off for just my unit would be.
