Is my radiator TRV broken?

I live in an old house with roommates. At this time of the year, one side of the house gets cold from only having morning sun, but my side gets very warm from afternoon sun. Housemate insists on having the heating on from early afternoon to warm up her side of the house. I want to turn my radiator down a lot or even off so I don't overheat, but the TRV doesn't seem to be doing anything. The central heating thermostat is set to 18 degrees. My TRV only goes down to 1 and the frost setting. On the frost setting it shouldn't be getting warm, right? But it's blazing hot when I don't want it to be. Turning it past the frost setting seems to not make any difference either. Do I have a broken TRV?
