Can I move a kitchen from a basement to the room above (dining room)

It is a Georgian house which has larger airy rooms but the dining room which is on the ground floor wouldnt be used as often. The current kitchen is down some service stairs into the basement level which doesnt flow very well and the area is darker less welcoming. We would propose to move it above the current kitchen, we dont have gas and will keep the laundry appliances downstairs. I assume all things are possible at a price but have no idea how much that might be or what we need to consider aside from water/electrics.
