Gas Boiler - Installation

I have always used Rated People.com to find reliable trademans and back in 2014 Ben was very good. I have used him again and this time even though he has inspected my tenanted property, and I have paid him promptly, I have yet to receive my legally required boiler certificate. After numerous calls and texts, he has not replied and has now resorted to turning his mobile off! I too have to work for a living, just like Ben himself, but I truly have been taken for the proverbial ride this time.

  I have paid for the boiler check and yet I have not received by the legally required certification. I am now seeking legal advise against Ben Holmes.
