Problem with radiator

Apologies in advance for the long text, but i would give as much details as possible so you know the full situation. Radiator not working as used to Had system boiler replaced for combi boiler and one of my radiator was very hot on the top and warm on the bottom. The installation of the boiler was included with: System Filter Magnetic Scale Reducer (Boiler only) Heating System Inhibitor Heating System Cleaner Worcester Greenstar Keyless Filling Link Worcester 100mm Telescopic Horizontal Flue Kit (350-570mm) Gas Pipe per meter Yesterday, the plumber came back to check the radiator. he tried to bleed the radiator but no air came out of the rad he bled 2 rad upstairs he turned off all the rads except the living room rad. the living room rad started to get a little bit hot, but still not as used to be. after a few minutes plumber turn all rads back on again from what i understood he didn`t know what else to do but before he left he notice the pipe on the bottom was cold as well as the bottom left of the rad. Last thing he did was to adjust the pressure of the boiler. i would like to point that he had no knowledge why the 2 pipes ( flow and return) are on the same side of the rad, one at the top and one at the bottom of the rad. He thinks that is the cause of the problem, but i live at this house more that 10 years and the rad never had a problem. He tried to fiddle with the valve that is on the bottom of the rad but it wont move, it`s static and he said it should be the same valve as the top one. He never saw something like that before. Two hours after plumber left the rad was worst. It`s been completely cold from half of the rad to the bottom and piping hot from half of the rad to the top. I believe the plumber does not know what else he can do and maybe an experienced plumber would. Today he told me the only solution is to replace and change the pipe to the other side of the rad cause he thinks the pipe was put in the wrong side of the rad and that is the cause of the problem. I am wrong to think that if the position of the pipe was the problem the rad would be stop working long time ago? Please help! What else can be done rather than pay more unnecessary money if there is something else that can be done? Or should i get a second opinion of a more experienced plumber with knowledge about this king of pipe installation?
