Sludge causing circulation issues on my open vented heating system

My plumber who i've had for 10+ years has already done a power flush which hasn't particularly helped, my radiators throughout the house are mostly luke warm. Plumber has suggested moving to a pressurised system and has quoted for a) the installation of drain the heating system and to disconnect and remove the header tank in the airing cupboard b) supply and fit a new 25L expansion vessel in the airing cupboard. To fit a mains water filling point with pressure gauge by the cylinder c) fit a pressure relief valve in the boiler cupboard and to run the discharge pipe into the porch and then through the wall to outside and d) adding corrosion inhibitor and to test. e) optional but he has also suggested i get a new pump at the cost of c.£300 - i have a commercial style one at the moment towards the top end of the market. My question is what should i be expecting to pay for this, how long may it take and are there are ny other more cost effective solutions to remove the sludge which is causing the circulation issue and our 3 storey town house to be luke warm at best.
